In our 223 year history Americans have never faced a situation where a president has called for Martial Law to be enforced on a national scale. It is a realm of thinking that most of us have no concept of. But not Bill Clinton. As you read the following you will become aware of the power that Bill Clinton has dictated himself should he find sufficient reason to call a national emergency. It is obvious that Clinton is enamored with his own power and the Executive Orders and Presidential Decision Directives he has speedily put into place in the months leading up to Y2K prove it. One thing is certain – Y2K OR NOT: the American people must become aware of the power a sitting president has to dictate laws unabashed through Executive Orders and Presidential Decision Directives. This is surely where character (and patriotism) DOES matter.1
Andrew Gause, Y2K action chairman for the city of Hawthorne, NJ and author of Y2K Chaos says: "I really cannot believe the scope that he (Clinton) has gone to to insure that the president (whoever that might be at the time) had absolute authority up to seizing private property. When you look at the scope of Executive Orders that Mr. Clinton has put into place I think he’s really planning that the President have the power to deal with the situation (Y2K) in the most dictatorial fashion imaginable." 2 If you believe Mr. Gause is exaggerating then read on.
First understand that Executive Orders (EO’s) and Presidential Decision Directives (PDD’s) are just that - executive and presidential. Every president in modern times has used EO’s and PDD’s to express opinions and form policy without the consent of Congress. These orders allow a president to express opinion, make foreign policy statements, create personal legislation and plan for unusual circumstances – all without any constraints from Congress. In fact, EO’s become law unless they are revoked by Congress. Knowing that Bill Clinton has expressed that he would not be a "lame duck" leader it appears that he intends to legislate his will with the use Executive Orders. Depending on your political persuasion you may not view that as all bad - until you find out what the Clinton EO’s contain. Even died-in-the-wool liberals would find many of Clinton’s EO’s and PDD’s troubling and puzzling if not down right hair-raising. The concern is multiplied times over when one adds up what the sum total effect of these EO’s and PDD’s.
I have selected just a few Clinton EO’s and PDD’s to illustrate both how it very much appears that the groundwork is being laid for Martial Law and also to illustrate the real guile within the White House today towards the American way of life and liberty.
First of all, Executive Order 13107 decrees that human rights descend not from God but from worldly governmental authorities - with the ultimate authority represented by the United Nations. From all we see, it seems that the UN believes people have the right to dissent, unless it is dissent against the United Nations. Now with that as the basis of his logic, consider that all things terrifying, socialistic and unconstitutional are possible, at least in the mind of globalist Bill Clinton.
Executive Order 13083 - Issued in 1998. This order usurps sovereign state powers and also revoked a previous E.O. known as "Federalism", a Reagan E.O., which had reaffirmed the separation of the Federal government and the States. This order was rescinded (because some brave Congressmen fought it) but was not revoked. This insidious order - complete with a clause suspending elections should the president declare an emergency - may resurface in another form. This order would have given the President the right to dispatch federal troops to any region or city for any reason.
Presidential Decision Directive (PDD) 63 - Signed May 18, 1998. This order consolidated over a dozen executive powers under one act. Clinton has dredged up several old defunct orders that JFK signed in 1962 during the height of the Cuban Missile Crisis. This series of orders were revoked in 1969 by Richard Nixon but now – with seemingly no good reason – Bill Clinton has decided that he wants to be sure that supreme dictatorial power has been appointed to his throne. PDD 63 gives the president or his appointee the right to nationalize virtually all infrastructure, including the conscripting of private citizens. Here are just three of the EO’s included: E.O. 10995, E.O. 11000 and E.O. 11002.
Executive Order 10995 (Under PDD 63) - Would give the President control over ALL communication, farms, food supplies, petroleum, natural gas, electrical power, trains, automobiles, trucks, seaports, etc.
Executive Order 11000 (Under PDD 63) - All people could be assigned to a civilian labor force without consideration of compensation.
Executive Order 11002 (Under PDD 63) - Gives the President the right to demand registration by the Post Master General of all citizens for the purpose of limiting population movement and relocation! (Is this Nazi Germany?)
Also, on May 22, 1998 Clinton created The National Infrastructure Protection Center which includes the FBI, Department of Justice, Secret Service and Department of Defense. This is obviously about centralizing power. Funding for this organization was obtained under the proclamation that "terrorism could infiltrate and destroy American infrastructure". We should ask, why is President Clinton rushing to create these agencies and write these self-proclaimed laws at this particular time? Certainly we are all concerned with terrorism but its just too much coincidence to ignore. One glaring phrase continues to head the list of answers - Y2K. When you study the EO’s and PDD’s the question remains: are they to protect the citizenry or to enslave them? That remains to be seen.
"One thing is certain", states Andrew Gause, "that it is in the President’s mind to have one individual, who is in charge of all the critical infrastructure in the country…rail, communications, transportation, banking and individual property." 3
It may come as a shock to you but we may be already in a state of emergency. November 14, 1994 President Clinton declared a "state of national emergency"! EO 12938 says it was needed with respect to "the unusual and extraordinary threat to the national security, foreign policy and economy of the United States". In fact, President Clinton has officially used EO’s to reaffirm a "state of emergency" a minimum of eleven times since taking office.
PDD 25 - This PDD is perhaps the scariest one of all. The actual directive itself is so secretive that not even Senator Orrin Hatch was able to gain access to the content. However, the learned speculation within the military community is that this order authorizes the military to participate in domestic police action and may have eliminated the Posse Comitatus Act of 1878, which forbade the use of the military as a domestic police force. 4
The National Guard and Y2K
In late 1998 plans came to light to mobilize the National Guard in a "non-com" drill nationwide. Though the planned mobilization was secretive at first, sources inside the military community became concerned that the drill threatened the constitutional rights of citizens. A few brave officers leaked these plans to renowned conservative columnist, Joseph Farah, who’s Internet news service, Worldnetdaily, then ran a series of stories exposing the plan. When faced with the reality that the secret was out official National Guard statements admitted that indeed the plan did exists and was now going to continue even though the public now knew of it. As I write this the Guard is planning the non-com on May 1-2, 1999. Due to Farah’s relentless search for truth and details officials at the Guard have admitted that the drill set for May of ’99 is indeed related to the possibility of Y2K disruptions and how the Guard may be called on to respond. In related articles Worldnetdaily and other sources have reported that Wisconsin and Washington states have already informed their Guard members that they will be active duty come December 31st. In discussing this with a Guard member in Ohio I was personally informed that Guard members are more than a little leery of the role they may be asked to play. My Ohio Guard source said, "I personally will not participate in activities such as gun seizures or rounding up average citizens for Bill Clinton no matter what Y2K may bring". This Ohio Guardsman resigned from the National Guard in early 1999 to avoid any possibility of being asked to participate in unconstitutional activities related to real of contrived Y2K situations.
In a related note I should point out that every major police force in Canada, including the Royal Canadian Mounted Police (RCMP) have canceled all leave and vacations for late December - early January due to Y2K. The stark difference is that the Canadian government has been up front and forthcoming concerning the role their military and police forces may take in maintaining law and order. Canadian citizens have even received an 8 page, tabloid styled mailer from their government discussing facts and informing them of Y2K. This document was mailed to every address in the entire country of Canada in February 1999! Great for our neighbors north of the border but outside of the House and Senate Y2K Committee’s where is our elected leadership in the U.S.? The lack of solid leadership from Clinton and Gore concerning Y2K is yet another warning sign that perhaps they are indeed actually planning on how Y2K can be used to their advantage. Cynical you say? Perhaps, but after 6 years of this administration Americans should be weary of the depths to which this administration may sink to gain what suits them – including the desecration of our Constitution, the Bill of Rights and even the country as we know it. Remember – radical social liberals believe that they know what is best for everyone (big government, etc.) and that any method of achieving their ends is acceptable – "for the good of the whole". The handwriting is on the wall and I only hope and pray that I am 100% wrong in my deductions. However, the facts seem to add up that at very least Bill Clinton is strategizing how possible Y2K problems could be used to springboard America into another form of government. What other conclusion are we left with after examining the series of EO’s and PDD’s? If not, these steps toward incremental totalitarianism needed to be exposed for what they are regardless.
Operation Last Dance and Y2K
Just after dark the night of February 8, 1999 US Army Special Forces, known as the "Night Stalkers" swooped down unannounced on a small community. Using live ammunition and grenades, eight helicopters full of these elite troops descended on an empty gas station and an abandoned city hall complex. This didn’t happen in a mock city on a military base. It happened in Kingsville, TX within sight and sound of local citizens. Hitting a telephone pole with one of the black unmarked choppers and burning down one of the buildings signaled the start of Operation Last Dance. These operations went on for several nights in some seven Texas towns.
As I have mentioned this in seminars across the country over the past few months people seemed genuinely amazed that this could possibly have taken place. After all, live ammo, grenades, unannounced entry and the infamous "black helicopters" all sound very far fetched. In fact, I have had several people write me in an almost "I can’t believe it’s true" fashion after reading the piece that appears below on our Internet web site.
As could be expected from the liberal media, the story did not receive the national attention that it deserved. However, the local paper at Corpus Cristi, TX ran several reports on the Army "Night Stalker" training in South Texas and as usual Worldnetdaily did their usual stellar job of uncovering the details on "Last Dance".
Due to the stories on Worldnetdaily the Army did admit that indeed it was live ammo being used and yes, they are black unmarked helicopters. Finally…verification that the black choppers do exist!
The article below is an editorial I wrote for the Dallas Morning News. It was written in response to a news article that appeared in the paper after Operation Last Dance began. I have taken it along with my fore-comments from our web site (www.ericbarger.com).
Operation "Last Dance" and Y2K
The following is a letter to the editor of the Dallas Morning News written on 2-17-99 by Eric Barger. It actually ran in the Dallas Morning News Internet edition on 2-21-99. It must be said that it isn’t that Special Forces exist or that they are training that concerns us. After 6 years of fragmented leadership in the White House our Armed Services need all the support they can get to do their job overseas. It is how the training is being carried out and for the apparent purposes that is so troubling.
The US Army "Night Stalker" training in South Texas is unconscionable. What if your son or daughter had been playing near the center of Kingsville the evening of Feb. 8 and been put in harms way or at the Port Aransas ferry dock last Friday night? How would you take it? What’s more, I am appalled that Governor Bush stated that it was "none of his business" what the US Army does in Texas towns.
This flurry of Army training missions in American cities (called Operation "Last Dance") - unannounced and with live weapons and explosives - lend proof that we can expect this kind of thing for real when the population figures out that vital preparatory information has been withheld until its too late concerning the looming Y2K computer crisis.
The Army exercises in South Texas simulating riot control and arms seizure methods and are intended for just that according to decorated Vietnam veteran and ex-Navy Special Ops Tomas Sanchez, Kingsville (TX) emergency management coordinator for FEMA. 5
Operation Last Dance is an ominous sign that life in America could take a drastic turn in the coming months. With such Draconian Clinton Executive Orders in place such as EO 11000 and 11002 and secret Presidential Decision Directive 25 (which even Sen. Orrin Hatch was unable to get the text of) Y2K will open the door for a change of governmental form in our country. Considering he is struggling to have history remember him by something besides a girl named Monica, Mr. Clinton may be the first elected president impeached and the first to call Martial Law. That would certain change Bill Clinton's legacy wouldn't it?

Even if miraculously Y2K brings us no major problems and there is no civil unrest, it should keep us up at night praying and protesting to our elected officials in Congress until this abuse of power is stopped. Executive Orders and Presidential Decision Directives have become the way that Bill Clinton writes his own laws and side steps congress. We should appeal to the congress that they demand new limits be placed on this insidious one-man legislation machine. Unless limits are set and the president reined in who knows what Clinton or another like-minded leader may be able to accomplish to undermine the rights of the American populace, perhaps to catastrophic proportions.
